The Ministry of Oceans and Fisheries of Korea announced on May 14 that it had decided to make it mandatory to build eco-friendly vessel to reduce the emission of carbon dioxide.
The ministry reformed ’Marine Environment Management Act’ and ‘The Rule for prevention of Marine Pollution from Ships’ to set a limitation of carbon dioxide emission generated from construction of vessels for international voyage, weighing more than 400 gross tons.
Accordingly, every vessel over 400 tons must be verified by Energy Efficiency Design Index (EEDI) which is a number accounting for the amount of CO2 generated per tonne-mile of cargo carried.
Moreover, for each ship, a plan must be established and carried out for energy efficiency and continuous monitoring should be implemented for the efficient use of energy.
The obligation to build eco-friendly vessel is following the effectuation of the International Convention, MARPOL, in January 1, 2013, which aims to eliminate and reduce CO2 emission generated from vessel and the government decided to apply it to domestic Acts and subordinate statutes.
When eco-friendly vessel is internationally introduced, the ministry expects that domestic yards with higher technical skills over Chinese rivals will benefit from the newly adopted act.
Korean shipbuilding industry has boasted the world’s leading competitiveness in eco-friendly vessel as it has strived in the development since the mid-2000s. The Ministry of Oceans and Fisheries is also said to be in the process of establishing ‘Certification Center for Eco-friendly Vessel’ to provide support for domestic commercialization of technology to build eco-friendly vessel.
